(1) In the community forest transferred in accordance with Section 18, if the user group fails to carry out work in accordance with the action plan, or if it does any work that has a significant adverse effect on the environment, or if it does not comply with the conditions to be followed in accordance with this Act and the rules made under this Act, such user as specified by the Divisional Forest Officer It may decide to cancel the registration of the group and take back such community forest. However, before deciding to cancel the registration of the consumer group and take back the community forest, such consumer group will be given a reasonable opportunity to present their clarifications.
(2) A forest user group that is not satisfied with the decision made by the Divisional Forest Officer in accordance with sub-section (1) may appeal to the Provincial Forest Director within thirty-five days. The decision of the Provincial Forest Director on such complaint shall be final.
